Gerald Williams has 26 years of engineering experience with a heavy emphasis in drainage, stormwater and floodplain management and design. Gerald is a certified floodplain manager (CFM), certified professional in erosion and sediment control (CPESC), and a certified erosion control supervisor (CECS). Mr. Williams has been a member of the Association of State Floodplain Managers since 1988, and was a cofounder and vice chairman and later regional representative of the Colorado Association of Stormwater and Floodplain Managers.
Publications, Manuals, & Seminars Mr. Williams has been published in conference proceedings and has given presentations at various conferences and workshop symposiums relating to stormwater management, surface hydrology, and flood control. He has also sponsored and presented several seminars relating to stormwater management. City and County drainage manuals have been prepared by Mr. Williams, who by invitation from the Colorado Water Conservation Board assisted through committee work to prepare state hydrology manuals.
Studies and Masterplans Gerald has performed over a dozen large-scale stormwater management master plans for cities and counties, including hydrologic and hydraulic modeling of major urban and rural watersheds, major natural and manmade drainageways with bridges, complex storm drain systems and combined sewer systems, and Bureau of Reclamation pipelines and open channel drains.
River Hydraulics Mr. Williams has hydraulically modeled a number of rivers and creeks involving interstate, state, and local bridges, rural and urban settings, and alluvial fans, and established existing and proposed condition floodplain delineations, and prepared conditional and non-conditional letter of map revisions for FEMA.
Hydraulic Designs Gerald's storm drain designs include large diameter pipelines and inverted siphons. Structural designs include major outlet works and river drop structures. Regional detention facilities include interconnected ponds with flow potential both directions. He has also modeled hydrology and hydraulics through several state jurisdictional reservoirs and dams and provided spillway and outlet works designs. Studies and designs have included preservation and restoration of natural channels and erosion protection.
Water Quality Through 2004, Gerald has attended 13 seminars on stormwater quality and 9 on erosion and sedimentation control, keeping abreast with industry requirements. Gerald is a certified erosion and sediment control supervisor, has designed many water quality facilities and construction BMP's, and has prepared a Stormwater Management manual for cities and a county with full sections on stormwater quality and BMP's.
Expert Witness & Reputation Many times Gerald has been used as an expert witness on hydrological and hydraulic issues. Because of his experience and expertise, he is frequently called upon and recommended by public agencies and consultants for guidance in drainage issues.
